Gay rights organisation, Stonewall, has published a draft parliamentary bill outlining the legislative steps necessary to extend the legal form of marriage to gay people.
Equalities minister, Lynne Featherstone, announced in September last year that a public consultation to consider how to make civil marriage available to same-sex couples will begin in March 2012. The consultation will cover civil marriage for same-sex couples only - not religious marriage or opposite-sex civil partnerships.
Ben Summerskill, Stonewall Chief Executive, said: ‘We trust that the government will go ahead with its promised consultation by the end of March. We also trust that the government will publish a White Paper, consulting on the detail of how to implement its proposal, and not a Green Paper which merely consults on the wider principle.’
The Scottish Government has recently carried out a similar consultation exercise, which closed in December last year.
